Italian Parliament actually debated a bill to start taxing pets (well, their owners to be more exact), in order to bridge fiscal shortfalls. Instead of drawing a line in the sand and dealing with their underlying spending problem, ideas like this are hair brained enough to be worthy of the Scooby Doo crew.
